March Membership Meeting Notes

3/25/10 AFGE Local 12 General Membership Meeting Minutes- 12:00 p.m- Francis Perkins Building Room# N4437 A-C

 

The March General Membership meeting was called to order by President Alex Bastani and Secretary Paris called the roll of officers.  Including late arrivals, the following officers were present: Bastani, Lauderdale, Vena, Paris, Hershfield, Burke-Lee, Butler-Fennell, and Starrett while Kavanagh, Clark-Neal, El-Bassioni, Keeling, Taylor, and Washington were absent.

 

Agenda Adopted

 

David Richardson initiated and Doris Johnson seconded a motion to adopt the agenda which was approved unanimously.

 

Minutes Approved

 

Alex Bastani called for the minutes from the 1-28-10 General Membership meeting to be approved.  The motion was brought to the floor by Doris Johnson, seconded by Jeff Shomer and approved unanimously.

 

In addition, Bastani called for the minutes from the 2-26 General Membership meeting to be approved.  The motion was brought to the floor by Kevin McCarron and seconded by Dan Hays and approved unanimously.

 

Executive Board Action Item

 

The Executive Board approved Bernie Foster to head the Civil Rights Committee.

 

Treasurer’s Report

 

Bastani reported that Local 12’s expenses are running ahead of income so far this year as costs for arbitration and the overtime case have been much higher than anticipated.

 

There was a motion introduced by John Vena and seconded by Dan Hays to move $4,000 from the election committee to arbitration.  The motion passed unanimously.  Bastani mentioned that handling arbitration cases in-house saves Local 12 about 80 percent over the cost of a private lawyer.

 

Reports of Committees

 

Budget Committee- Committee members are required by 5-6-2010 for the upcoming year.

 

Election Committee- Lloyd Keeling won the election for AVP for the following three agencies: OLMS, OFCCP, and Wage and Hour.

 

There was a motion by Sarah Starrett and seconded by David Hershfield to accept the results of the election and the motion passed unanimously.

 

Contract Negotiations- There is a 4/6/10 meeting scheduled with members of the Federal Services Impasses Panel (FSIP) to discuss the outstanding issues in reopening the Collective Bargaining Agreement (CBA).  Negotiations over ground rules started February 2009 and reached impasse in November 2009.

 

Labor/Management Executive Order

 

Bastani spoke briefly about the four issues in which DOL Management and Local 12 are allegedly working together.  These teams/issues include:

March 31st Town Hall Meeting

 

Local 12 is sponsoring a meeting for members that will address the non-answers that DOL Secretary Solis did not provide at her last meeting with DOL.

 

Unfinished Business

 

Sierra Club member, Dennis Jaffee addressed Local 12 about the proposed cuts in METRO service.  He discussed how shortening the METRO hours would affect all government employees.

 

There was a motion to support www.fairshareformetro.com made by David Richardson and seconded by David Hershfield that passed in a near unanimous vote.

 

Adjourn

 

Kevin McCarron introduced a motion to adjourn which was seconded by Scott Paris.  The motion passed unanimously.
