Management decides whether or not to establish a standing
committee (unless such a committee has been negotiated by
the parties in their Agreement);
(2)
The composition of the Health and Safety Committee is defined
in Article 28. The composition of the Department's Honor
Awards Committee is defined in Departmental regulations.
Local 12 has representation on both of the committees; and
(3)
In some instances, such as the examples above, it is not
feasible to have equal numbers on certain committees.
